Phoenix-Area Cities Embrace a Regional 311-Style Platform: A Collaborative Leap Forward

In a significant move towards enhancing civic engagement and service delivery, cities in the Phoenix area are joining a pilot program for a regional 311-style platform. This initiative, sparked by a recent technology expo, aims to streamline how residents interact with municipal services across more than 20 cities and towns. Spearheaded by The Connective, a consortium focused on smart regional solutions, this project represents a collaborative effort to leverage technology for improved public service.

The Catalyst: Connected 2024 Expo

The momentum for this regional platform was notably fueled by Connected 2024, an expo that took place this spring. Organized by The Connective in partnership with Venture Café Phoenix, the event brought together public and private sector leaders to explore scalable technology solutions. Unlike traditional expos where companies showcase their products, Connected 2024 flipped the script by allowing cities to present their innovative projects. This unique format fostered an environment of collaboration, enabling city representatives to share insights and learn from one another.

Ben Williams, the program manager for The Connective, emphasized the importance of this approach. Cities were required to meet specific criteria to exhibit, ensuring that their displays were experiential, impactful, and replicable. This focus on practical applications of technology helped to stimulate interest and engagement among attendees.

A Collaborative Vision for Service Delivery

Among the participating cities, Chandler, Arizona, stood out with its Chief Technology Officer, Kerstin Nold, highlighting the event’s role in raising awareness about emerging technologies. Nold noted that the expo facilitated collaboration and innovation within local government, paving the way for new technology solutions to be considered.

The expo featured five cities showcasing 12 projects, alongside educational sessions that informed approximately 170 attendees about The Connective’s mission. One of the most promising outcomes of Connected 2024 was the renewed interest in creating a regional 311-style platform, which aims to provide a unified experience for residents seeking municipal services.

The Road Ahead: Developing the 311-Style Platform

The concept of a regional 311-style platform has been in the works for several years, but the demonstration at Connected 2024 galvanized interest among major cities in the area. Jake Taylor, The Connective’s design and technology manager, explained that the collaboration with Innocode is proving effective and affordable. While the complexity of the project means a timeline is still being established, many cities are currently in the discovery phase, with some already moving into procurement.

The Connective is committed to expanding its reach across the Greater Phoenix region, ensuring that all interested communities can participate. Williams highlighted the consortium’s focus on supporting the implementation of technology solutions that demonstrate tangible value. This collaborative mindset reflects a shift away from isolated problem-solving, emphasizing the need for cities to work together to address shared challenges.

A National Model for Smart Collaboration

The Connective’s success is not just a local phenomenon; it is part of a broader national movement. The consortium is one of six smart coalitions across the United States that have united to enhance partnerships and resources for collaboration. This hyper-regional approach allows for shared learning and innovation, positioning the Greater Phoenix area as a leader in smart city initiatives.

As part of its ongoing efforts, The Connective is planning to shift its support strategy this fall. Instead of large regional workshops, the consortium will launch an "AI roadshow" series, bringing resources directly to individual cities. This initiative aims to foster collaboration among various city departments, exploring how artificial intelligence can be leveraged to better serve communities. Industry experts from organizations like IBM will participate as thought leaders, contributing to the conversation without the pressure of pitching products.

Conclusion: A New Era of Civic Engagement

The pilot of a regional 311-style platform in the Phoenix area marks a significant step towards enhancing civic engagement and service delivery. By fostering collaboration among cities and leveraging technology, The Connective is paving the way for a more connected and efficient public service landscape. As cities continue to explore innovative solutions, the Greater Phoenix region stands poised to become a model for smart city initiatives nationwide. The future of municipal services is bright, and it is built on the foundation of collaboration and shared knowledge.
